Italians at the polls to choose a new government to succeed technocrat Prime Minister Mario Monti

Although Bersani’s centre-left is leading with 34.5 percent of the vote, that may not be enough to secure the results of the elections. His coalition will likely be awarded a majority of seats in the 640-seat lower legislative chamber.

But any government will need also to win the majority in the 315-strong Senate, where extra seats are assigned to winners on a regional basis. Lombardy, which is Italy’s most populous region with around 10 million residents, has 49 Senate seats alone. So, the winner of the most votes will take 27 while the other three will split the remaining 22.
There is a total of four critical swing regions: Lombardy, Veneto, Campania and Sicily. If Bersani wins all 17 regions, his coalition will have 178 seats in the upper house - the majority. However, if he loses Lombardy, he will have only 162 seats. If he wins Lombardy but loses Veneto and Sicily altogether, the centre-left will have only 159 Senate seats, which represents a slim majority.
Bersani will likely seek an alliance with Monti’s centrist alliance, comprised of business and academic elite, in order to grant himself a majority in the Senate.
If Monti’s plunge into politics will end up in a flop, Bersani could lose his strategic ally.
Also, while Bersani has found much in common with Monti, the party’s base is further to the left and could protest against the alliance. -

Turnout on Sunday was at 55 percent, 7 percentage points less than in the last national elections (2008). This year’s bad weather - snow storms in North Italy - may have reduced the number of voters, especially among the elders. Usually some 80 percent of the 50 million eligible voters go to the polls in Italy.
In key regions such as Sicily, Lombardy and Campania, turnout is down around 10 percent on 2008.

Reuters reported that markets were buoyant ahead of Italian election results. Investors in Italy were showing few concerns despite the uncertainty surrounding the results.
Italian stocks and bonds gained in early trade on Monday as a low turnout in Italy's general election encouraged investors to bet on a victory of a pro-reform centre-left coalition.
Milan's FTSE MIB raced up 2.2 percent to 16,592. Elsewhere in Europe, the FTSE 100 index of leading British shares was up 0.8 percent at 6,386. The euro was also firm, trading 0.4 percent higher at $1.3268. -

Former comedian Beppe Grillo has rejected
claims a large success by his Five Star Movement would make it impossible for

According to Italy’s electoral law, dubbed the ‘pigsty’, parties and coalitions running for election have to reach a certain percent of preferences to gain seats in both the upper and lower house.
In the Lower Chamber a party running on his own has to hold at least 4 per cent of preferences to secure any seat. The barrier for coalitions is at 10 percent.
In the Senate the barrier is higher: 10 percent for single parties and 20 per cent for coalitions. -
